Statement The 12th Congress of the Women’s League of Burma

12th Congress of the Women’s League of Burma (WLB) was held at a location in Thailand during the third week of December 2025. A total of 114 participants attended the Congress, including delegates from WLB’s member organisations, members of the Policy Board (PB), the Secretariat, Advisory Board members, Technical Advisors, Political Initiatives and Advocacy Team members, founding members of WLB, and Programme and operational staff.

During the Congress, the Secretariat’s Comprehensive Work Report and Financial Report covering the 11th Congress term (January 2023 - December 2025), as well as Political Analysis Report submitted by the Policy Board, were presented. Moreover, based on the reports reviewing the Management and Governance Policies and Procedures implemented  during the 2024-2025 period, and the report reviewing the governance mechanisms at different levels, the Congress reviewed, reaffirmed, and approved the roles and responsibilities of  WLB’s policy and administrative governance mechanisms at all levels. In addition, the Congress amended the articles in the Constitution of the organisation, and reviewed and approved new membership applications.

The Congress proceeded with the formation of the Policy Board, comprising one representative from each of the 13 member organisations, which will provide political leadership and strategic direction. Furthermore, the Advisory Board (AB) was formally established for the 12th Congress term, from January 2026 to December 2028.

Although the term of the Secretariat that served during the 11th Congress has formally concluded, the  congress decided to postpone the election of a new Secretariat for the 12th Congress term by six months, in order to allow sufficient time to strengthen the organisation based on the submitted assessment reports. During the six month interim period, the Congress appointed an Acting Secretariat Team consisting of five members who had previously served on the Policy Board and Advisory Board, to assume responsibility for administrative and management functions on behalf of the secretariat.

At the 12th Congress, in line with WLB’s political vision and mission, the Congress affirmed its commitment to prioritise the following key political agenda:

  • Ending military dictatorship and all forms of authoritarian rule;
  • Advancing women’s rights and gender equality, justice and peace;
  • Ensuring the full, equal, and meaningful participation of women at all levels and across all sectors of political decision-making;
  • Advancing transitional justice;
  • Promoting the women, peace and security (WPS) agenda; and
  • Strengthening states and regions as a foundation for building a strong federal union, with the ultimate goal of realising a future federal democratic union.
